Xiaoshan Economy & Technology Development Zone，which was approved to be established by the State Council in May 1993, has three subordinated areas including Shibei, Qiaonan and Jiangdong covering a total planning area in 181km2, and has established Hangzhou Jiangdong State New Energy Hi-tech Industrialization Base, Equipment Manufacturing State New Industrialization Demonstration Base, the state level Hangzhou Software Industry Base Xiaoshan Extension Section and two provincial development zones as Jiangdong CBD and Xiaoshan Hi-tech Industry Park. 

As a result of the efforts made for 18 years non-stop, the development zone has become the main platform for implementing the opening-up policies of Xiaoshan, the major force for business invitation and capital introduction, the major engine for economic development and the main battlefield of urban construction.By June 2012, the development zone has accumulatively approved 550 foreign-owned enterprises which have invested 8.4 billion dollar, including 237programs with the total investment over 10 million dollar; the development zone has approved 357 domestic programs and introduced 14 enterprises of Global 500, resulting in six great supporting industries basically as machinerymanufacturing, electronics and electronic appliances, finished automobile and key parts, light textile and garment, medicine and food, building materials andfurniture etc. In 2011, the development zone accomplished the contracted foreign capital in 490 million dollar and the actually paid-in foreign capital in 320 million dollar and the domestic agreement capital in 3 billion Yuan ofwhich 1.21 billion Yuan was put in place. The development zone has finished investment in fixed assets in 4.949 billion Yuan, up 17.6% year on year. It hasrealized the total industry output in 56.073 billion Yuan up 11.5% year on year, the industrial sales in 52.349 billion Yuan up 12.3% year on year, the business revenue for the third industry – the service industry in 46.708 billion Yuan up 39.6% year on year and has realized the financial revenue in 4.754 billion Yuan up 33.5% year on year. 

Developed from Jiangdong Industry Park, Jiangdong CBD is a key section built with great efforts by the development zone. Prepared to be built in 2001, it was approved to be built as a provincial development in 2006, and in 2009 according to the strategic deployment of Hangzhou Municipal Party Committee, Hangzhou Municipal Government and the No. 20 File of the district Party Committee, theproject “to cancel towns for building streets” within the scope of 421 km2 in the Great Jiangdong was implemented to accelerate the integrated development of the Great Jiangdong area. As a significant part of the Great Jiangdong, Jiangdong CBD covers three streets including Yipeng, Hezhuang and Xinwan, covering a planning area in 148 km2 totally. 

The Management Commission of the development zone and Jiangdong CBD Management Commission are under the same leadership. The target for building Jiangdong CBD is to be dominated by advanced manufacturingindustry, led by hi-tech industry, modern service industry and integrates the function including the HQ technology research, finance & information, hi-end business, modern logistics, habitat and leisure etc. so as to become a modernized industry CBD of urban type,ecologic type and comprehensive type with distinct characteristicsand perfect function. Jiangdong CBD is committed to hi-end industryand ecologic environment, has successfully created the state designated new energy industrialization base and the state newindustrialization demonstration base of advanced equipment andcreates actively the state designated ecologic industry demonstrationpark to refine planning, expand industry, optimize environment and enhance the atmosphere; it has promoted all around the “3+1”(the three HOPSCA including Jiangdong, East Lake and Xinwan and the 18 km2industry cluster area) new round of development strategy to accelerate for realizing the target “build great platforms, introduce great programs, develop great industry and cultivate influential enterprises” for the demonstration area. By far, the fund for development building and relocation compensation for the launched area has reached over four billion Yuan, the first phase in 11.29km2 has been basically finished which has totally introduced 71 programs with a total investment in almost 30 billion Yuan and 29 enterprises that have been put into operation. In 2011, the CBD realized the total industry output in 12.67 billion Yuan.
