Hangzhou High-Tech Zone (Binjiang) is formed by integrating the management systems of Hangzhou National High-Tech Zone and Hangzhou Binjiang District, occupying a total area of about 92 square kilometers. Established in 1990, the High-Tech Zone is one of the state-level hi-tech industrial zones of the first batch approved by the State Council. The activation block is located in the original institutes and colleges district to the north of the Qiantang River. It is not only the birthplace of the High-Tech Zone but also the innovation source of high and new technology as well as the large incubator of small and medium-size tech-based enterprises. Binjiang District was established on the south bank of the Qiantang River in Dec. 1996, governing 3 sub-districts. Now there are 51 communities and the permanent resident population reaches 320 thousand. The management systems of two districts were adjusted in Jun. 2002, and “two names but one leadership” system was implemented. It is operated according to the mode of a development zone, and meanwhile the functions of local party committees and governments are exercised. Hence, a new period of construction and development has been started since then.

Hangzhou High-Tech Zone (Binjiang) has followed the leadership of Scientific Outlook on Development, and persisted in “development of high technology and realization of industrialization” since it was established. By expressing the advantages in system, mechanism, management, service and location, it has attracted innovation resources, optimized innovation environment, perfected regional innovation system continuously, and accelerated the cultivation of innovation-driven economic development growing endogenously. Rapid and sound development has been realized for the economy and society. According to the comprehensive ranking of state-level hi-tech zones published by Ministry of Science and Technology in Jul. 2014, Hangzhou High-Tech Zone is ranked fifth, entering the first square of national high-tech zones. It has been ranked first in the comprehensive assessment of strong industry counties (cities and districts) in Zhejiang Province for three consecutive years. It has become the most important scientific and technological achievement industrialization base, technological innovation demonstration base, innovative talent cultivation base, high-tech product export base and overseas high-level talents’ innovation and entrepreneurial base in Zhejiang Province.

Hangzhou High-Tech Zone (Binjiang) spares no effort to create the gathering area and demonstration area of strategic emerging industries in Zhejiang Province – “E-valley”. It will always treat “high” and “new” as the industry development directions, and vigorously develop high and new technology industries as well as strategic emerging industries. It has created the whole industry chain and technology system, covering key control chip design; sensor and terminal equipment manufacturing; network communication, information software development and internet of things system integration as well as application of e-commerce, financial service and medical wisdom; network operation service and big data platform. Moreover, it has cultivated and expanded a batch of key enterprises including Alibaba, H3C, Hikvision, Dahua, Supcon, and Focused Photonics, and guided and driven the transformation and upgrading as well as industrial restructuring in Hangzhou and even Zhejiang.
